Supreme Court hears argument over natural gas impact fees

The question left to the state Supreme Court, the attorney argued, is whether the word “any” means one or all.

“Any means one,” said Brandon Coneby, who represents Snyder Brothers Inc., a private natural gas producer based in Armstrong County.

His client, along with the Wexford-based trade group Pennsylvania Independent Oil and Gas Association, challenged the Pennsylvania Public Utility Commission in 2015 over its interpretation of what are known as “stripper wells.”

A “stripper” natural gas well is one that is “incapable of producing more than 90,000 cubic feet of gas per day during any calendar month.”
